The way Kids are acting these days

I see kids, especially young boys acting out when I'm on the street. I have no hate for kids having fun or being loud but it's silly to see a 5'1 boy wearing a balaclava trying to act tough. However, I do feel bad, obviously their parents are neglectful. I don't understand how you could let your kids be part of a gang and not even a good one. Anyways, they try Rob people, out late at night on their bike and blasting music from their speaker.
